It really is a weird feeling when someone you don't know just stares at you.
There's a woman sitting at the opposite wall of this cafe area and every time I look up over my laptop, her eyes appear to be burning into my soul.
I can feel it even when I'm not looking.
Based on that one time (you KNOW the one I'm talking about), I no longer make eye contact with such people.
That said...
